I'm currently in a sorority at Texas Tech but I'm considering transferring to Sam Houston, how hard is it to get accepted into the chapter/ do the chapters at Sam Houston accept transfers?

Depending on the sorority, it's not too bad. All accept transfers, just remember that the SHSU chapter may be different from the one at Tech.
