Yes but having a nice house clearly helps. Look at all the ones who used to be top. TDX, Skull, Theta Chi, Sig Chi, all had/have some of the best houses. Also frats like chi psi wouldn’t even be remotely relevant if it wasn’t for their house, so it clearly helps.
