Is it worth it to rush if you are an incoming freshman with a 3.1? Or will you get dropped by most houses. Also will it help if you're a legacy?

Yes go through recruitment!!! You will do great, all of Greek Row is great, just being apart of it is worth it!!! Just be yourself and be honest and you'll be yourself! You'll do great! And yes some are harder on grades but that's ok and being a legacy doesn't always work but that's ok too, just be you! Good luck!

3.1 is fine for most sororities, possibly not theta or kd, but most would take that. being a legacy really only helps to an extent, no guaranteed bid though.
