I am transferring here in the fall. Is it hard to get a bid as a junior rushing a fraternity?

I know guys who got bids as juniors and from different fraternities. If you're cool and connect with members, you'll be fine. Fraternities don't have quotas (a certain number they can take) like sororities do, so just rush and see what happens.
