There's lots of variables involved but a lot of people rank them by looks.
People also look at their involvement on campus, and the tier of fraternities they mix with the most.
However, that doesn't have to be the way you put them in tiers, I'm sure you would have to actually be around all of the sisterhoods to decide yourself.
Here is a general outline though, people can agree or disagree:
Top:
KKG
SDT/SK
Middle:
AEPHI
XO
AXO
Bottom:
IGU
Tri Sigma (They are new)

On this website, you're top tier if you self rank enough to make it look like people like you and hate everyone else. In real life you're top if you're attractive with good personalities and fun mixers. Typically it's accepted that these are the rankings:

Axo
