are upperclassmen blacklisted?

I want to rush next year but I'll be a junior by then. Is it true that upperclassmen are at a disadvantage? Or is there a fixed number of upperclassmen girls that are accepted?

No definitely not! Although mostly freshmen and sophomores rush many juniors and even seniors rush. The FSL Organization does not have a designated amount of people for each grade level.
