If a PNM visits 2 houses for Pref, does it mean they will definitely get a bid from one of them?

Yes! As long as the pnm maximizes their options by listing both houses then they are guaranteed a bid to one of them.

If you single intention preference (SIP) or “suicide” then you are not guaranteed a bid and can be released from the process if you weren’t high enough on their bid list and they hit quota before getting to your name.
