Because of the way PHC/nationals have quotas for chapter membership, sororities won't know for sure if they are doing spring rush until the end/during winter break because they don't know how many people will drop between now and then. So if a house didn't meet quota in the fall or had new mems/initiates drop, then they will do spring rush.

And it’s even more complicated than that. There are some houses that may already have, or anticipate having, a couple of spots open due to graduations or attrition but who will not have open spots once the new ceiling is calculated ( average size of all houses) when chapters return in second semester. This is a Panhellenic rule. Houses can only take new members when/ If they are under ceiling. Ceiling is calculated after Fall formal rush and again at the beginning of Spring semester. And if a house has just a couple of open spots they are likely to do a quiet friends and already known people rush. Open recruitment is typically only done if a chapter needs a bunch of people to get to ceiling.

Half these aren’t doing cob and other houses like dg are. There’s no way to tell about spring rush yet
