Everyone but gamma phi.

So if you didn’t join a house, then they’re your only option for COB. Take your pick.

Not true. More than one house didn’t make quota. And besides a new Ceiling ( the average house size ) will now be calculated and anyone under ceiling can still pick up members til they reach ceiling. So as many as half the houses could be COB ing.
