COB is a super secret process where friends of friends are found to fill out the numbers at the house. Its so secret that even as a member you don't know what is going on and all the sudden these sorry ass people show up to eat at the house that you have never seen before. APhi does this alot and denies it as do others . So fun to call them out every year. Gotta love the shady ladies. If you don't know someone in the house you will never know about COB.

Snap Bidding happens on Bid Day. All Chapters are given the same quota of women they can bid in fall primary recruitment. Chapters that are below quota at the end of recruitment are given the opportunity to offer a bid on Bid Day to a woman who has departed from the fall recruitment process at any point during the week. I'm not sure Cal PHC still uses Snap bidding - it is very rare.
COB is the process by which chapters under Chapter Total continue to recruit women until they reach Chapter Total. PHC looks to keep chapters fairly even in size, so a Chapter Total is set each semester based on the median size of all chapters after fall primary recruitment and at the start of the spring semester. Only Chapters under total can recruit. Spring COB generally occurs within the second and third weeks of the spring semester. Panhellenic will advertise those chapters who have open houses in spring. Other chapters, who are looking to bid just a few members to reach total might hold a more selective process. The number of chapters participating in COB can range from 1 - 5 generally.
