reaching out to frats before rush?

Incoming freshman looking to rush this fall. Should I be reaching out/introducing myself to frats or rush chairs before rush week? I know some other schools have a general IFC form but I couldn't find anything for Cal. Not all chapters have their own website where I can fill out the rush interest form either.

As you'll quickly learn, if you haven't already submitted a cover letter and resume to at least 10-15 choices it's already too late
