It forces top houses to not rest on their laurels and the bottoms and middle to engage more with hopes of moving up. When things are static it becomes a caste system. Rushees can join a not top house with real hopes of moving up. Overall a better Greek system when members are more engaged. Also the tier system is not zero sum where there are clear cut losers and winners. Tiers are temporary rather than permanent. You gotta work for it.
