It is a chapter decision, and there would be more than one set of eyes on a video, but every member does not view every video. It's just like in-person rounds where every member does not meet every pnm and every pnm does not meet every member. But honestly your video cannot save you and may not even be viewed if you are already ranked too low on your GPA.

In my chapter it is someone's job to look through recs, which are digital they aren't 'opened', and just find anything that could be a stand out or a red flag. If we are on the fence about a pnm it helps if they bothered for us. Advisor steers the chapter's recruitment process, doesn't do actual recruitment work.
