I'll be a transfer student in spring starting my sophomore year. So my question is, should I rush in COB if any houses participate in spring rush or should I wait till fall even though I'll be in my second semester as a sophomore? Would recommendation letters help to better my chances? I'm willing to keep an open mind, but just want to know if I should even bother

It's totally up to you! Some ladies prefer going through COB and some want to wait to go through formal recruitment. What ever makes you feel comfortable. You can go to some of the events that the chapters put on if they are doing COB to get a feel for the chapter but you don't have to commit to anything if you don't want to or feel like you want to wait for fall recruitment to meet other chapters. I hope this helped!
