who is considered eligable for a snap bid?

Snap bids happen between chapters getting their lists of new members and bid day. If a chapter doesn't make quota, they can snap bid up to quota to fill those spots. If a women receives a snap bid, she comes to bid day and most of the chapter wouldn't know she wasn't originally on the bid list.
