hi, I'm a transfer student to OSU this year and am currently a sophomore. I really really like DG and pi phi and KD but I understand they're very exclusive. Do they usually recruit second year transfers?

Everyone takes second years. Not as often but if you fit in they want you there.

The older you get, the harder it is to get a bid. The more top tier you get, the harder it is to get a bid. Both go hand-in-hand

It's definitely not impossible. I knew a girl who was a junior and got kappa, which WAS top tier
