Why do the guys in frats ask you where else you're rushing? Or why do they tell you to talk to the rush chairs? Is there a meaning behind these questions?

They tell you to talk to the rush chair because he will be the guy to offer you a bid if you get one. It's essential you at least know him. They ask what ther fraternities because they are simply curious and also to see what you are looking for fraternity wise.
