How does the tier system work? What makes each sorority different? Why are DZ, Zeta, and Phi Sig always on top? What makes them good?

People choose tiers pretty much by how much fun the girls are to be around, how good looking they are, which fraternities they hang with, how close the sisterhood is, and how involved they are on campus. That being said, you should not choose a sorority based off of tiers, you should choose one based on how well you fit in with the group.
