any chapters doing cob?

a few of chapters that exceed quota are doing COB, I know Sigma Kappa had 33 seniors graduate this past spring, and exceed quota this year, but are still doing COB

More like not enough girls went through recruitment. Each chapter only got around 28 to 32 girls
