rushing as a junior?

Is it normal to rush a sorority as a junior? I'm transferring in for Fall 2014 and I'm curious if I have a good chance at getting a bid despite being an upperclassman.

The past two falls (2012, 2013) only 3/7 sororities took a fall pledge class

For the fall of 2014, a new sorority will actually be starting up on campus, so it would be the perfect opportunity for a junior (assuming that not all the current sororities are taking fall pledge classes).
