would say juniors/seniors in aphi not upper tier but sophs/fresh are..
right now A Phi is in a Pike situation... people who showed up to their semi were from everywhere (lots of Wayne, Pike, KSig, Pikapp but some top frats thrown in)

given the first few weeks with the new PCs I think this is pretty fair.. only thing is aphi can't be up there yet bc its junior/senior pledge classes are still very middle tier so I think it's still its own category for now
