I actually don’t think that 3 tiers works. Middle could be divided into top middle and lower middle. Of course, you would never get everyone to agree on who should be in what bucket. And it’s not important anyway. The lower mid is where you have the most movement, the potential to rise or fall. Top middle is VERY consistent, They absolutely compete with top tier, and often get the best PNM.
My opinion regarding the top middle, in no particular order:
Theta
PiPhi
AXO
XO
Maybe APhi
