Fraternities change from campus to campus and within the system on each campus. I have relatives in Sig Ep and here's what I have been told. SPE at UF was top tier at one time probably in the 1990s. SPE was top tier here at FSU before the got kicked off for hazing. On both campuses, SPE is somewhere in the middle now.
Sig Ep nationally has changed; every chapter is now completely substance free and organized more like a sorority than a traditional fraternity. That's OK if that is what you want. There's nothing wrong with SPE at FSU and they're building a new house in College Town, but the vibe thing your uncle mentioned is true. Sig Ep is not bad, at all, but they're not like the ATO-Pike-Phi Tau-Delt chapters and their approach is very different.
