When did the school start saying which fraternity and sorority should be paired? Why not let everybody make their own decisions?

The school doesn't decide - the school approves. Fraternities and Sororities bring their application to the OFSL(I think) which then has to get approved before they can make it official, but it pretty much always does as far as I know

You can’t pair with the same group within 4 years. Which is why every 5 years the top frats go with mid sororitys and vice versa. It never changes anyone’s ranking.
