The answer is easy. Top tiers hang with top tiers. Bottom tiers hang with bottom tiers. Middle, etc. There are 16 fraternities and 16 sororities. They match exactly top to bottom.

When you line up the fraternity rankings next to the sorority rankings they correspond EXACTLY.
