for the second round can you still wear a casual romper even though it doesn't list rompers as attire until the third round

It’s better to follow the attire rules for the day. If you don’t, the sororities may interpret that as you aren’t going to follow their attire rules when/if you get a bid. Better to be safe than sorry

Oh no, they are not the same thing at all. Rompers more often than not are poorly made and don't fit as well as dresses do. Ever seen girls wearing rompers where the inseam is too long so the crotch droops down longer than the sides? Or the back hem is cut the same length as the front, not allowing enough fabric to go over their ass, so their cheeks hang out? Rompers look a lot cuter on the hanger. If you're thinking about a romper take a good close look in the mirror. If you MUST have it then at least get it altered to fit correctly.
