top frats vs bottom frats

I've noticed that "top" frats like Pike, Delt, Phi Delt, and even frats like Phi Tau and ATO have guys that are so polite when they speak to you, whereas "bottom" frats, whom you would expect would be nice because they're not always so focused on tier, are rude AF! I've had so many genuine conversations with pikes and phi taus and gotten treated like absolute crap by fiji and delta chi like what??? I totally associated top tier with douchebags, but I've seen otherwise, so props to the real gentlemen
