different recruitment outfits??

I go to a different school but I noticed that jmu has girls in like the t shirts and jeans or whatever casual outfit but also girls dressed up in heels and fancy dresses all during the same round. What determines who wears what??

Usually president, recruitment chair, and assistant recruitment chair dress up but the other girls just wear matching shirts for first round
