what’s the deal with theta chi?

I am a brother from another campus and I just met a few of these guys. I was told by someone they are bottom tier. They seemed like they were ok guys. What’s their deal? Honest comments please, no trolls. Are they getting better at least? Their chapter is like 60+ guys which seems respectable.
