Are they top tier at bama, if i haven't started rushing here yet am i screwed?

They're not that great right now. Small pledge classes, probation, etc.

they are one of the best on campus, right there with DKE if not better.

Sigma Chi is top three new row easily. If you haven't gotten a bid yet you should really go to the cookout and try and meet some actives. Sigma Chi was on social probation for part of last year so yes their pledge class is a little smaller this year than in the past so you might have a better chance this year than pnms will in even a couple years from now. Derby days is super fun every year too
