Tiers are another way to describe groupings of old row v new row-- not necessarily quality. This is a troll type question just to stir things up. If it is serious just scroll down few pages and you will find responsive threads. I hope at this point you are a pnm asking the question seriously.

But even if it's a pnm, they shouldn't be worried about tiers. They should be excited to find a home, no matter the tier! However, we can't do anything to prevent this.
