OX ATO and SX are too high historically. Who made this?

“Historically”,(from what I have been told) Pi Kap was not ranked first on New Row.
ATO and Sigma Chi were.

There were eras certain houses were considered much better than they do now and certain bottom houses in the past are considered higher now.
