What causes a house to need to COB?

I understand that a house would be eligible for Continuous Open Bidding if they are under quota, but Zeta always ends up on this list and they don't have any trouble meeting quota during rush. The other houses on the COB list seem like houses that are less desirable to PNM's. What causes Zeta to need to COB? I'm sure someone will accuse me of being anti-zeta and I'm not, just confused on how this works.

It's all a numbers game, basically.

At the end of rush, houses that don't meet quota will do 2 things, in order: 1) issue "quota additions" meaning they'll go further down the list of girls they want, and additional girls will get bids that initially would not have. Those girls will not know they were quota additions. 2) issue snap bids. If the house is still under quota, they can have the rho chis reach out to any girls that they met and liked during the week, but had to cut for RFM purposes. They can offer her a bid, and she'll join the sorority at that time.

After bid day, technically any sorority can participate in COB, but. Generally speaking, houses that have slightly higher number of seniors and juniors that are deactivating will participate in COB to keep their numbers up (and frankly, this is also a dues issue because $$$) This is usually all NR houses minus PBP, and none of the OR houses.

At houses that do pretty well during formal rush (for example, ZTA, DZ) COB is pretty selective. Actives will generally try to COB good friends of theirs who either didn't rush at all or dropped out early. They'll only COB a few girls, usually less than 5 throughout the semester.

Houses with fewer members or larger number of girls deactivating/leaving for whatever reason will COB more girls. Generally the houses that COB more girls are APhi, SK and Theta, but that may change this year.

You're wrong on some important points.

Quota Additions have absolutely nothing to do with meeting quota or not.

Quota Additions are stictly for the benefit of the pnm's who have gone all the way through prefs and ranked both their houses but did not initially match to either of them because they were too far down on both bid lists to match before the houses reached quota. These pnm's get bids even though it puts a house over quota. This is WHY THEY ARE CALLED QUOTA ADDITIONS. They were wanted by these sororities or they wouldn't have been invited to their prefs, so they get the benefit of wanting to accept a bid to either.

It is not a sorority's choice to take quota additions, it is automatic on the part of the algorithm. This is how you will see houses taking more than quota on the greek reports.

Many different reasons. Campus total can be raised which might open up a few spots in some chapters. Someone who accepted a bid decides not to continue, which would open a spot. A big December graduating class. Girls transferring to a different college. Girls not making their grades, a member having to resign her membership, to name a few.

Do COB girls go through the regular New Member/Pledgeship (whatever you call it) with the girls that ran home on bid day or do they do in winter?

COB girls don't have the same new member experience with running home and retreat and all that. If they come in early enough in fall they go through with the large new member class but that doesn't usually happen. It's all very low key in spring semester without a large new member class and COB is just being offered a bid, it's not the same as formal rush. Either way, they do get the same required education training before initiation.
