Are Alum Allowed to Talk to PNMs?

I’ve seen many girls talking to alum and alum reaching out to pnms, is that considered dirty rushing?

I think so? I don’t see how Panhel could regulate or get the house in trouble for something their alumni are doing but i also feel like it’s dirty rushing so idk
