Some girls really are idiots. Upper classmen quota is not a must-take-so-many quota, it's the limit on the number of upperclassmen just like freshmen quota is limit on the number of freshmen. No house has to take any upperclassmen, and some don't, because sororities really don't really care about them nearly as much as the freshmen unless they really really need the numbers. A house can cut them all if they want to.
