This is not quite true, because if a house offers just a few bids it's not because they 'have' to get their numbers up, it's because they found some great girls they wanted and had the spots available in their membership. Houses here are huge, so anything around a dozen or less new spring members is not a red flag, and people do graduate in December all the time, so openings aren't necessarily from drops.
