A "top" house would never admit to it. As much a a NM would never admit to it. Many houses will snap bid for many reasons.
- just to get numbers because not enough girls went to pref or a girl who dropped because she didn't like her top 2 for whatever reason. Or someone they liked who dropped. I've heard or girls being realsed and a house who who needs to meet quota will reach out.P

Snap bids are not announced publicly, not even to a chapter's general membership. A chapter's recruitment chair and a few other people make the decisions on who to snap and don't share the information. Panhellenic also knows but they don't announce it either. When you hear that such-and-such sorority had to snap bid, it's just someone trying to make it seem like a sorority is doing poorly.

Sometimes you know because a friend is dropped from rush and then they pledge a house later in the process. It's not always rumors.

Yes, that's true if you know someone personally who was dropped and then gets a bid. But for someone asking on here "What top sororities have a history of snap bidding?" that's just trolling.
