Snap bids are confusing

Snap bids are given out before Bid Day by chapters that aren't at quota after pref. Only PNMs who were completely released, withdrew before pref, or didn't get a bid after suiciding (SIP) are eligible.
PNMs who turn down a bid are not eligible for snap bids or COB and must wait a year to re-rush.
