Is rushing for fraternities over now?

I'm an incoming freshman and have heard most University houses are completely done offering bids. Is this true? I'm supposed to be meeting with a few houses when I move in, but if they aren't even going to consider offering a bid what's the point? Do any University houses save a few bids for the fall, if so, which?

Many University houses will save a bid until formal rush, just reach out and show interest, give them a reason to want you.
