can actives write rec letter?

I heard that it depends on the sorority and their rules, but how can I find out which ones allow actives to write them?

You should already know this if you're in a sorority. If you're not, why not just ask the active your thinking about asking for a rec. An active would know. Coming here to ask makes 100% NO sense.

First of all you do not send your own recommendations in, your rec writers do. You prepare packets with your resume and transcript and photos and send them to your rec writers for them to write your recommendation, which they send in as per their sorority's instructions. To find out who may write recommendations for you, you can go to each sorority's national website and look this up. Some actives at another chapter from where you are rushing may write you a rec, other sororities only allow alumnae. You are just going to have to research for yourself, as there is no one spot that lists all this stuff for you.
