Yes, that is how COB works. Anyone can get a bid whether they went through recruitment or not, except for those who did go through and signed an MRABA card. Those girls can't accept a bid anywhere for a year. Events and announcements regarding COB are not required and can happen at any time after bid day. That is why it is called Continuous Open Bidding.

Except this year when COB had to wait for SK to get a class together. COB is now happening for houses who can/want to do it.
