The "top" houses cut lots and lots of girls after IWTs because their retention rates from round-to-round are so high. I imagine a lot of girls thought they had a bigger shot at those houses than they actually did, because the top houses are so good at making everyone feel welcome.

Being "cut" from a house doesn't mean the house didn't like you. It just means they liked a lot of other girls more than they liked you. Think about how some PNM's have friends in the houses to begin with, have better conversation skills, are prettier than you, are legacies to houses you're not a legacy to, have higher GPA's, and have more to contribute to the sorority. Even if one girl you talked to loves you and wants you in the chapter, if the rest of the sorority doesn't rate you well you're not going back.

Cuts after IWT can be brutal in particular for the "in demand" houses that have a lot of legacies. This is because they have a low quota on how many they should bring back to philanthropy and so much of that quota is taken up with legacies they are obligated to carry through the second round. So if you are totally unconnected to an OR or top of NR house and you still have them, you are likely to make it to sisterhood because the main OR cuts after philanthropy are the legacies and pnms carried at least to second round as a courtesy for various purposes.

One reason they are "top" is that they are good at rush. So yea, that means they are masters at the short conversation and making PNMs feel welcome.
Plenty of other good choices and you can only pledge one!
