You will see past photos of girls wearing off the shoulder and spaghetti straps and you'll see some girls wearing off the shoulder and spaghetti straps when you actually come down for rush. BUT as you can see, a lot of actives DO NOT suggest this. Rush is a formal event! And it's not the time to look hot or try out that new trend, it's a time to look very well put together. I can promise you that you won't be seeing any frat guys during the week, so you're not trying to impress them, you're trying to impress houses of girls.
That being said, if you're very adamant about wearing an off the shoulder dress or one that has spaghetti straps then go ahead, BUT don't be upset if you get dropped from a house you love. I'm not saying that your outfit itself can get you dropped from a house, but sometimes it comes down between two PNMs and if we're always going to choose the girl who was classy and put together over the girl who raided Forever 21.
ASOS has a lot of great options for dresses that cover your shoulders btw!

This isn't middle school guys. Maybe I just have less conservative friends but I legitimately don't know anyone that would take offense to spaghetti straps. IMO, as long as you aren't showing cleavage, your dress isn't too short, and you aren't showing your bra/etc, you're probably fine.

Could off the shoulder or spaghetti straps be appropriate for IWT since it's the least formal? Like they say you can wear sundresses but I would never wear a sundress to a job interview.
