Frats COBing kids??

I’ve heard house like ZBT and some mid houses r COBing kids to give themselves 30 man PCs. Is this true?

New IFC advisor wouldn't let houses bid kids who registered late, so I know at least a couple of houses are doing COB purely so they can sign one or two guys that they already wanted.
