Do juniors get spots in the pledge class?

I am now a 2nd semester sophomore and will be a junior next semester. I still want to rush a frat next semester but not sure of my chances with all the freshmen rushing. Do I objectively have chances to get in a good tier frat? Or does the majority of houses give the freshmen a strong preference? Thank you
