have girls ever successfully dropped freshman rush and then re-rushed formally as sophomores and gotten a c4 house?

No. They know you didn’t get what you wanted before and are trying again. If a house didn’t like you last year, they won’t change their mind the next year. Houses try and limit the number of sophomores they take for living in reasons, wanting ppl for 4 years, etc.
