Cops need reasonable suspicion of a crime to be able to enter a house—given that it's common knowledge that underage drinking occurs in frat houses and annexes, they technically have reasonable suspicion that a criminal act is occurring in these locations and therefore are covered by the law. It's messed up, but that's our system.
