chances of getting a bid

I'm a guy looking to transfer spring semester to USC and I have two questions hopefully someone can answer.
1: Do fraternities do spring rush here?
2: I'm from Ohio and also being a transfer due to some less than stellar high school grades, I feel this will make it harder to get a bid from a top or upper middle fraternity. I definitely wouldn't stick out like a sore thumb here, unless literally everybody has a southern accent. So my question is, hypothetically speaking, if I was a good candidate for a top tier fraternity, would simply being from Ohio be a big enough reason not to get a bid?
