gpa v. letters of recommendation

If I have a GPA in the low 3's but have at least one letter of recommendation, which one holds more weight? Does it just even out the low GPA and put me at the same spot as others?

Wouldn't a high gpa be more important since everyone has rec letters?

GPA is what every sorority makes first cuts on, if you have a rec it gets you points but GPA is probably more important altogether
