i suggest waiting until next fall during formal recruitment, not everyone does spring rush and its kind of hard to get your foot in the door anyways unless you know someone. Sooo many sophomores rush and they get just as many top houses as the freshman do! Being a sophomore will not affect the house you get unless you have a low usc GPA

If you're looking for a top house only, you're joining for the wrong reasons.

Since quota is 380 this year, many chapters are likely going to have to participate in the Spring Rush. The largest chapters (ADPi, Tri Delta, Chi O) might not have to. All the size information can be accessed under the "About" tab on the FSL website- Click on "Fraternity and Sorority Report Spring 2014." That document also gives which chapters did Spring Recruitment last year (because they have a new member class GPA for the spring).

Typically if chapters do spring recruitment one year they're likely going to be doing it again, and these are the chapters that did spring recruitment last year.
-Delta Zeta
-Phi Mu
-Zeta Tau Alpha
-Kappa Kappa Gamma
-Alpha Gamma Delta
-Gamma Phi Beta


and of course Pi Beta Phi will have to participate as well, being so new.
